What is the best way to build a customer base for an dynamic web design company?

I have vested intrest in a year old web design company. My problem is this, whats the most effective way to get the word out about this company with out resorting to sale reps. and cold calling? No freelance websites, a client gets what they pay for with those sites. Any suggestion would help, I'm open to any suggestion!

I think sales reps are your best way, but you should be able to find ones that work on commission only basis.

You'll can find them in odd places like the kid running the copier machine in Staples, Office delivery people, etc.

Get in touch with them on there off-hours and get some business cards in there hands. If they send work your way give them a cut. You might be able to find low paid store workers through craigs list.

They can use the "hey tell them I sent you and they'll give you a good deal" or "These guys have awesome talent thell hook you up nice" pitches.

Nothing like paying out of profits.
