I'm planning on studying art/design, could you describe to me what would be available in the colleges you suggest?
What are some design colleges in England?
None better than Central Saint Martins in London. They run a great foundation course and loads of degree programs. Tough to get into though. London College of Communication is decent too. Everything from Technical drawing to fashion, architecture, interior design, graphic/media design. Check out St. Martin's website:

where do you want to stay, and what will be available in that city for you? you have to decide that.
